HOME REHABILITATION LOANS

  • HOME REHABILITATION LOAN PROGRAM (HRLP):  Effective April 14, 2011, we are not accepting applications due to lack of funding.  Designated to help financially-qualified homeowners make necessary repairs to their homes. The loans are made available to homeowners who qualify through an application process that collects documentation to establish family size, ownership, income, and credit standing. Allowable repairs include, but are not limited to:  roofs, windows, doors, siding, electrical and plumbing upgrades, and heating/air conditioning units.   

  • MARYLAND HOUSING REHABILITATION PROGRAM (MHRP) SINGLE-FAMILY:  Preserve and improve single-family properties and one-to-four unit rental properties, bringing them up to applicable building codes and standards.  Click here for a brochure - or - click here for an application(NOTE:  A credit report will be pulled for each application.  The fee is $15 for a single applicant, and $25 for joint applicants.  Please send a check or money order made payable to Harford County Treasury.)

  • ACCESSIBLE HOMES FOR SENIORS:  Home improvements may include, among others, the installation of grab bars and railings, widening of doorways and installation of ramps. Home improvements such as these represent for many older people the key to remaining in their home and maintaining their independence.  Click here for a brochure - or - click here for an application(NOTE:  A credit report will be pulled for each application.  The fee is $15 for a single applicant, and $25 for joint applicants.  Please send a check or money order made payable to Harford County Treasury.)

  • WEATHERIZATION ASSISTANCE PROGRAM (WAP):  Helps eligible low-income households with the installation of energy conservation materials in their dwelling units.  Click here for a brochure.

  • INDOOR PLUMBING PROGRAM (IPP):  Provide indoor plumbing in residential properties; can also be used for wells and septic systems.

  • LEAD HAZARD REDUCTION GRANT & LOAN PROGRAM:  Abate lead paint in residential buildings.  Click here for a brochure.
